The value of the recycling of plastic is CARPI which represents and defends it. It is the largest consortium in the tertiary packaging sector, has 33 member companies and Gianfranco Picinali, the president, already anticipates that there will be interesting new entries. And he warns Italy: "If we want to achieve EU objectives, things will have to gradually change. We need liberalization in our sector ”.
1) When was your consortium born? What is your mission?
We were born at the end of 2007 as a bet of 9 Italian recyclers. We are now 33 companies and new entries are expected in the coming months. We are the only consortium in Italy to represent most of the players in the supply chain in a unified manner recycling of plastic tertiary packaging towards local and national institutions. Our representation activity translates into making known the dynamics and value of the supply chain recycling of plastic to the Italian political and administrative authorities with the aim of facilitating and encouraging the daily work of our consortium members.
2) What is the most "active" area of the country interested in plastic recycling?
For the recycling of industrial packaging or in any case of private and non-urban derivation, there are no differences between the Italian regions. We treat waste from both industrial and agricultural companies, all very interested in seeing their waste valorised.
3) What different types of members do you have?
To date, among the 33 companies associated with CARPI there are 11 recyclers, 8 collectors, 7 producers and 7 supporters. Our partners range from small companies to structured joint stock companies with a thirty-year presence in the plastic recycling sector. Among the main ones recyclers Poliplast, Plastipol, Ilap and Nuova Gandiplast Srl can be mentioned.
4) How does the electricity purchasing group promoted since 2012 work? How is it going?
The electricity purchasing group promoted by us aims to get all members to obtain the best purchase price available on the electrical component market. The idea stems from the concept that "teamwork is always convenient": an industrial group becomes economically more attractive to various energy suppliers than a simple company. The purchasing group started in 2012 supported by 10 companies of the CARPI Consortium which increased to 12 in 2013. Still within the purchasing group, as a consortium we also offer a monthly monitoring service on invoices and control of the general trend of the electricity market.
5) What is the PEV brand? What guarantees do you give?
PEV stands for Plastic Eco Village and is a brand owned by the CARPI Consortium which aims to enhance the work of the players in the plastic recycling chain, ie collectors and recyclers of plastic waste and producers of new products in recycled plastic. The most important aspect of the brand is the calculation of the company's climate-altering emissions through an LCA study. The operating procedures and data acquisition methods are verified by TUV Italia while the correct execution of the LCA study and the respective results are supervised by BIOS, two companies that guarantee the accuracy and truthfulness of what is expressed in the trademark.
6) What is the PARI system? How does it work?
The system EQUAL (Plan for the autonomous management of packaging waste) is an autonomous management system of "own" packaging waste put in place by Aliplast Spa (company for the collection, recycling and production of plastic packaging) and provided for in Article 221 of the Consolidated Environmental Law. It provides that Aliplast makes its packaging traceable, and manages its collection and recovery, achieving the objectives set by the law on its own.
7) What would you ask from a regulatory point of view regarding plastic recycling?
Greater liberalization of the packaging system. Currently, there is only one entity that holds the monopoly by law. If we are to achieve the community goals of recovery of plastic waste this state of affairs will gradually change
